Short Form

<h2>Hi, I'm Sam.</h2>I was born and raised in the County of Los Angeles in a rent-controlled unit. I grew up in a single-family household where my family relied on WIC and SNAP benefits, medicaid, and other programs to surviveI wasn't always into politics until high school. My environmental and U.S. history teacher got me aware, engaged and interested towards the path of activism: to be a strong, passionate contender in the world of injustice. After I graduated, I attended Santa Monica College for Political Science where I was sat in front of a screen and told to analyze political movies. I was 18 at the time and knew I could do more in the community I love and grew up in.So, I joined Climate Action Santa Monica, a locally-based, grassroots org. that empowers youth to find and demand solutions to help mitigate and adapt to climate change. And, I started guerilla gardening in a vacant lot where I used to play in as a kid. Guerilla gardening is an act of protest by growing plants on unauthorized lands as a means to reclaim community spaces, beautify our neighborhoods, combat food insecurity, and to raise awareness of the need for restoring and reforming environmental policies and legislation.<h4>With a shovel and some seeds, I slowly started to build a garden for the community. And, that is where my activism began.</h4>Then, it flourished into championing for the City of Santa Monica to incorporate Assembly Bill 551 into their ordinances to enhance resilience through local food production and reduction of waste. Through this, we were able to get the City Lobbyist to support the bill and move it forward to a vote for implementation. Because of my advocacy, the community nominated me as the recipient of the Premio de Orgullo Award for Hispanic Heritage Month for expanding urban agriculture in our communities.I later became a Commissioner of the Santa Monica Public Safety and Reform Oversight Commission where our role was to review and propose new law enforcement reforms and policies. It was created in the wake of national and community-wide calls for racial justice, and during the killings of George Floyd, Breonna Taylor, and too many others. Our first task was to examine, discuss, and assess the OIR Group Report/Findings and SMPD response concerning the May 31, 2020 events. The overall goal was to better assert civilian, democratic authority over the police department and to develop a professional and independent relationship with SMPD.In 2022, I burned out because after working for 6 years to increase green spaces, I felt like it was for nothing and change wasn't happening quick enough. And to top it off, I had to move from the city I loved and grew up in, to Baldwin Hills, a place I had no roots or connection because it was unaffordable elsewhere. Not that it's really affordable now. My husband and I struggle to make ends meet, but, we make it work and are happy.<h4>When I moved to Baldwin Hills, I saw the disparities and inequality everywhere I walked.</h4>The Representatives of this community have left it mismanaged and neglected and have kept voices of entire neighborhoods unheard. That is why I'm running, because we NEED a new and fierce voice who will fix our government and leadership to ensure the issues locally and nationally are addressed and resolved. Not a politician who will claim to be for the people but back stab them by taking money from from special interests. I could never and would never sell my soul for some cash all the while leaving the people in the dust and never building a bridge to build our communities, neighborhoods and nation.

Our most basic institutes like the Electoral college and Congress were created in the 18th century, when only adult males were able to vote, work, and participate in basic civil liberties. It was anything but democratic and still is. It remains aristocratic and hierarchical, tied together by personal influence on people of wealth and power. But, through reinvention and reform, democracy can be repaired.<h4>Democracy must be strengthened. </h4>How? By achieving a system in which all Americans can advocate for themselves, their communities, and neighborhoods through the political process. In order to reinforce and reform the democratic system, I will:<ul><li>Co-sponsor the Ban Congressional Stock Trading Act<ul><li>Ensure no insider trading</li><li>Foster and restore trust</li><li>Place portfolios in a trust or divest</li></ul></li><li>Champion the For the People Act<ul><li>Restore the Voting Rights Act</li><li>Expand access to the ballot box</li><li>Fix campaign funding system</li><li>End gerrymandering</li><li>Update voting infrastructure</li><li>Strengthen ethics rules</li></ul></li></ul>

The U.S. provides 12 weeks of unpaid job-protected leave to qualifying workers. However, less than 2/3 of the workforce are eligible due to strict eligibility requirements. The U.S. is part of a handful of countries without a national Paid Family Leave (PFL) policy. Fortunately for eligible California Residents, it is one of the few states that has a mandatory paid Family Leave program.<h4>This issue hasn't been at the forefront of federal policy agenda, but it should be.</h4>As a mother to a young daughter, I know the burden and guilt of having to return to work months afters birth, especially going through postpartum depression, separation anxiety, and mom guilt. It is about time to:<ul><li>Legislate a National Paid Family Leave (PFL) Policy</li><li>Ensure equitable access to mothers and fathers- Protected pay leave</li><li>Provisions of paid leave up to a year- Lower maternal and medical stress- Strengthen parent-child bonds</li></ul>

Expand and Reform Family and Medical Leave Act

Due to politics and the influence of the insurance industry, pharmaceutical companies and powerful interests, the U.S. remains THE ONLY major industrialized country without a National Health Insurance (NHI) system. Our current system is heavily flawed, subsidized, and constantly threatened by folks who don't believe healthcare is a right. If that isn't enough, the U.S. spends more money on health care than any other nation.<h4>It's beyond time to address the issue and improve this system that has received major setbacks since Trump has taken office.</h4>As your congresswomen, I will rekindle reform to re-energize efforts in the health care system that have yet to be achieved. Our current Representatives lack a comprehensive and strong governmental presence that define health care, sets standards, and ensure equity. To renew the efforts of universal healthcare, we'll champion for the principles of:<ul><li>Universal and equitable coverage<ul><li>Equitable</li><li>No financial hardship</li></ul></li><li>Comprehensive benefits and quality health care<ul><li>Access to services</li><li>Effective prevention</li></ul></li><li>Affordable and equitable financing<ul><li>Community-based care</li><li>Limit structures and reduce paperwork</li></ul></li><li>Strong public health system<ul><li>Integrate community and preventive and social services</li><li>Maintain a safe environment</li></ul></li></ul>

Universal Health care

The 37th district has always been plagued by environmental injustice. It's not surprising. This marginalized district remains disproportionately exposed to hazards and lack of adequate environmental protection and benefits. Unfortunately, it has led to limited access to green space and inequitable approach to environmental decision-making processes. We cannot continue to allow our local and federal Representatives undermine our communities and neighborhoods and perpetuate discrimination through injustice: water crisis', respiratory illness, reproductive problems, etc.<h4>I'm no stranger to advocating for environmental policies.</h4>In Santa Monica, I advocated for the amendment of AB 551 to expand green space, increase community hubs, and to build a sustainable future for generation to come. As a matter of fact, through my activism, I helped increase the green spaces within the underrepresented neighborhood of Pico in Santa Monica before commercial and residential development engulfed public and private lands. To this day, I advocate for the environmental stewardship of public lands because it's OUR LAND. If elected, I will:<ul><li>Promote the Green New Deal- Replace old, lead pipe and infastructure- Reduce toxic air and water pollution- Clean up hazardous waste sites</li><li>Support Restoring WIFIA Eligibility Act- provide California with funds for safe, clean water</li><li>Address environmental racism- Dismantle systemic inequalities- Protect vulnerable populations</li><li>Increase green space</li></ul>

Environmental Justice

Increasing the Child Tax Credit has bi-partisan support in Congress. Even than, many Republicans use expanding the tax credit as a way to gather votes, yet never deliver. In fact in 2024, GOP Senators rejected a tax package that had common ground in the House.The Trump Administration and his GOP buddies give tax cuts to their wealthy friends all the while pretending to care about us. In 2025, the House, passed provisions for a slight increase from $2k to $2.5k for child tax benefits. Sadly, families who are better off will receive a tax cut that is twice the amount and there are families who make too little to receive credits.<h4>Because of this, there are still 17 million children in low-income household who receive little to no tax credits. Approximately 1 in 4 children. </h4>2025 was the 1st year my family received a tax credit. It allows working class families like mine to have some financial stability by supplying a tax break to those with children. Being your congresswoman, I will:<ul><li>Champion for a $5k expansion of tax credits by effectively taxing the rich</li><li>Eliminate barriers for low-income families who don't meet the threshold</li><li>Make tax credits permanent, not temporary</li></ul>

Child Tax Credit Provisions

<a href="https://3%20to%20contain%20communism./" target="_blank" rel="noopener noreferrer">The United States is the only nation with over 750 military bases in 80 different countries</a>, which has led to cruel and lethal foreign policy. In fact, since 1945 the U.S. has attempted to overthrow more than 50 foreign governments resulting in the uprooting of communities and the massacre of many. Additionally, the military bases around the world have wreaked havoc on the health and well-being of neighborhoods and communities, including children due to dumping and the burial of untreated toxic waste. <h4>Yet, the government refuses to take accountability.</h4>As a result, foreign policy has reprimanded our own civil liberties by eroding freedom and privacy. Because of this, I will advocate and bring forth legislation that prohibits warrantless surveillance of citizens and holds federal officials accountable for violating the law. Some of the first policies I will co-sponsor are:<ul><li>The American Privacy Restoration Act</li><li>The Fourth Amendment Restoration Act</li><li>Repeal the Foreign Surveillance Act (FISA)</li><li>The Protect Liberty and End Warrantless Surveillance Act</li><li>Rescind the Authorization for Use of Force (AUMF)</li><li>Revoke the Logan Act</li><li>Repeal Trump's Tariffs</li><li>Protect Our Civil Liberties Act</li><li>End Israeli Aid</li></ul>

Due to Trump's expansion of I.C.E., mass arrests of immigrants from different communities and neighborhoods has instilled fear, created fragmented families, and harmed local communities.<h4>But, fear no more! Change is on the way.</h4>In order to provide protections for vulnerable individuals and their families, and to allow undocumented persons to integrate as full participants in American Life and Society, I will champion for:<ul><li>Amendment of immigration detention system<ul><li>Eliminate detention as method of deterrence</li><li>End for-profit corporations in detention centers</li><li>Expand + Prioritize community-based alternatives (ATDS)</li></ul></li><li>Evaluate + Revise enforcement strategies, ensuring humane treatment<ul><li>Separation of local policing from interior enforcement</li><li>Prohibit use of military resources and personnel</li></ul></li><li>Promote access to asylum and due process<ul><li>Limit policies that place burden on asylum, establishing pathways to citizenship</li><li>Universal access to pro Bono legal programs</li></ul></li><li>Adopt policies that address causes of migration<ul><li>Political + Religious persecution, environmental degradation, economic underdevelopment and exclusion</li><li>Mitigate irregular migration and promote intervention programs</li><li>Anti-trafficking measures and oppose transnational organized crime</li></ul></li></ul>

Immigration Reform

Student loans is one of the largest consumer borrowing in this country, but a weak job market leaves a worry of lingering debt on graduates. Student debt grows as more attend college because tuition costs continue to rise faster than income.<h4>In other countries, higher education is free or heavily subsidized.</h4>Yet, funding for public universities and college were pulled in the U.S. during the 2008 financial crisis. In fact, there is racial disparity in borrowing due to decades of racial discrimination.<img src="https://run.imgix.net/ec69a75a-edd3-44fc-b4d0-98626793b4c4/9736fc84-b7f1-444e-9b54-70ca40cf8fc5/9736fc84-b7f1-444e-9b54-70ca40cf8fc5.png?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=0%2C0%2C649%2C357&amp;w=1500" alt="" caption="" align="center" alignwidth="42" variant="framed"><h4>Students are often incentivized to borrow for high-paying jobs. </h4>Unfortunately, according to a study in 2019 by Federal Reserve Economists, the wealth a degree provides has declined in the past 50yrs from the rising cost of college and an increase in other forms of consumer borrowing. That's why I didn't attend university because I had to choose higher education or crippling debt. There are concerns of increasing national debt, but, if we can bail out the banks, we should be able to bail out the people. To fix this, I will promote:<ul><li>Increasing funding<ul><li>Make public colleges and universities tuition-free</li></ul></li><li>Tuition cap for private universities</li><li>Limit student loan borrowing</li><li>Partial loan forgiveness</li></ul>

The communities that encompass the 37th district have remained underrepresented and underserved, leading to neighbors and sometimes entire neighborhoods to be overlooked or have their voices unheard. The predominately Hispanic/Latino, Black, and Immigrant neighborhoods have been neglected for years by leaders who haven't advised for the enhancements of our neighborhoods: lack of quality infrastructure, transportation, and community focused programs that serve their constituents.<h4>Our communities, neighborhoods, and we as a people deserve better.</h4>As your congresswoman, I will be a voice and speak up for the needs and issues within communities to improve the well-being and quality of life for all. More importantly, I'll advocate for direct federal funding for community-based projects, initiatives, and programs like education, social welfare, environmental protection, and community development and resilience. Some funds would be utilized for<ul><li>Support the Sarah Debbink Langenkemp Active Transportation Safety Act- Safer bicycling and pedestrian infastructure - Streamline critical safety projects- provide funds for safer and inclusive transportation networks</li><li>Housing- Federal funding for zoning reform- Enforce Affirmatively Further Fair Housing (AFFH)</li></ul>

Community-based Projects

Many of us are denied a basic standard of living. We live paycheck to paycheck, can barely afford housing, food, and other necessities to thrive. It's not just us as individuals, but us as communities and neighborhoods that aren't able to meet their basic and essential needs sustainably.It is time to change this by supporting policies that increase the federal minimum wage.In addition, social security and other vital programs that many Americans rely on to live comfortably are endangered by massive cuts in Trump's Big Beautiful Bill. However, programs like Social Security are promises to the American people to ensure a guaranteed stable income in the foreseeable future. That is why I will work to:<ul><li>Support Raise the Wage Act- Raise minimum wage to $17- Eliminate tipped subminimum wage- Reinforce the Fair Labor Standards Act- Reduce poverty</li><li>Support the Social Security Expansion Bill- Enhance benefits- Reinstate student benefits- Ensure long-time solvency</li><li>Expand the Earned Income Tax Credit</li><li>Raise corporate tax rate</li><li>Implement the Neighborhood Homes Tax Credit</li><li>Expand the Low-Income Housing Tax Credit (LIHTC)- Incentivizes building rental housing for low-income families.</li></ul>

Economic Security

To this day, federal education laws and programs continue to allow and enable discrimination against students. Education is a power reserved under the 10th Amendment of the U.S. Constitution, yet federal policy and funding remain outdated compared to the advancements of States. Laws set in place need improvement to address systemic barriers to ensure all students regardless of background or socioeconomic situations have access to high-quality learning.<h4>From early childhood to adulthood, education is a right.</h4>It is important to transform learning and empower our teachers by:<ul><li>Strengthening public schools</li><li>Refining curriculum and standards<ul><li>Develop curriculum standards through integration of stakeholders (i.e educaters, policymakers, subject matter experts, and community members)</li><li>Create relevant and challenging standards to reflect current and future needs</li><li>Invest in teacher training , instructional materials, and classroom resources</li></ul></li><li>Developing teachers<ul><li>Build programs to enhance teachers' content knowledge, pedagogical skills, and classroom management techniques</li><li>Build environment of ongoing improvement and effective evaluation</li><li>Provide mentoring, coaching, and access to resources</li><li>Address shortages through comprehensive strategy</li></ul></li><li>School choice<ul><li>Ensure equitable access to high quality learning</li><li>Form effective oversight and accountability mechanisms</li></ul></li><li>Integrate Technology<ul><li>Provide equitable resources and prepare students for digital-age</li><li>Initiatives to enhance learning experience and bridge the digital divide</li><li>Facilitate innovative instructional practices to support critical thinking, collaboration, and digital literacy</li><li>Address screen time concerns</li><li>Ensure date privacy and security</li><li>Supply adequate technical support</li></ul></li></ul>
